Extreme Reactors Controller. (PMS)

Hello everyone, This one is Beating me a new one. I know there are many reactor scripts out there but i wanted to build my own...  I have on that monitors a Draconic evolutions star and monitors the reactors current state.

But I Cant figure out the logic,  I am not sure how to add a automatic on / off functionality...

  Quick note,  for some reason the filled % and the fill bar is not auto updating for some reason.

Update,  I got it Updating and working now,  so i just need help comming up with the logic to turn the reactor on and off now
